Abstract

Artificial Intelligence (AI) technology has brought about profound changes in various fields in today's world, including administration, industry, education, medicine, and social governance. While the rapid growth and widespread adoption of this technology have opened up new possibilities, they have also created risks where fundamental human values such as Ethics, Accountability, Transparency, and Human Dignity are called into question. Algorithmic biases, data privacy violations, and ambiguity in responsibility are key challenges in AI governance.

To address these ethical dilemmas, Thirukkural, the pinnacle of Tamil thought tradition, offers timeless guidance. The core concepts of Virtue (Aram), Justice, Integrity, and Responsibility formulated by Valluvar serve as strong philosophical sources for creating the necessary ethical foundation for modern AI governance.

This research paper explains the concepts of Ethical Management found in Thirukkural and proposes an Integrated Ethical Framework that can emerge by linking them with AI Governance practices. Specifically, this article explores how Thirukkural principles such as 'Aran Izhukkadhu' (Virtue without deviation - Kural 39), 'Naduvu Nilaimai' (Impartiality - Kural 118), and 'Enni Thuniga' (Think before you act - Kural 467) can be implemented in the design, execution, and oversight of AI systems.

By explaining the opportunities where traditional ethical thought and modern technological governance can converge, this study reveals the basic elements of a human-centered, ethically sound, and socially responsible AI governance model.
