Abstract

Thirukkural, as a universal ethical treatise, defines a complete order of life through the three major divisions of virtue, wealth, and love. The fundamental values of Integrity and Justice emphasized therein serve as the cornerstone for the inherent structure of any system of Good Governance.

In the modern technological era, Artificial Intelligence (AI)—as a primary driving force—is widely utilized across various facets of administration, including Automated Decision-Making, policy analysis, and service delivery. While this AI-driven Autonomous Governance offers high efficiency, it carries the inherent risk of neglecting human ethical values, potentially leading to biased, non-transparent, and unaccountable decisions.

In this context, there arises a need to establish a structural link between traditional ethics and modern administrative technology. This study explores how the principles of integrity and justice from Thirukkural can be implemented in the design and operation of AI-based automated administrative systems. Specifically, this article proposes how the ethics of Thirukkural provide a theoretical guiding foundation to ensure transparency, accountability, impartiality, and social justice in administrative decisions. Ultimately, this integrated approach examines the possibility of creating a new Governance Model that unites human-centricity with technological capability..
