In the modern economic history of Tamil Nadu, the contribution of former Chief Minister Kalaignar M. Karunanidhi in transforming an agrarian-dependent state into a leading industrial hub of India is unparalleled. This report provides a detailed analysis of the industrial reforms undertaken during his five tenures between 1969 and 2011. With the foresight that "Industrial development is the basis for state progress," a vision he proclaimed in the Legislative Assembly as early as 1963, institutions like SIPCOT and SIDCO were established to build the state's industrial "Operating System". This study explains with statistical evidence how his policies raised GSDP growth to 13.12% by the end of his final term, spanning from the heavy industries of the 1970s to the Information Technology and automobile revolutions of the late 1990s. Furthermore, it explores how the "Dravidian Model of Industrialization"—economic growth coupled with social justice—enabled significant leaps in women’s workforce participation and rural development, alongside substantial revenue increases through transparent mineral resource management.
