Abstract
The Government of Tamil Nadu implements an annual marine fishing ban to protect marine resources and maintain ecological balance. Although this measure is essential for environmental sustainability, it creates economic hardships for fishing families in the coastal areas of Pudukkottai district, whose primary source of livelihood is fishing. To compensate for the loss of income during the fishing ban period, the Central and State Governments jointly implement a fishing ban relief scheme. Under this scheme, registered fishers were provided with financial assistance of ₹8,000 during the financial year 2025–2026. Against this background, the present study focuses on Pudukkottai district and examines the effectiveness of the scheme, its accessibility to beneficiaries, and the socio-economic experiences of fishing communities. Data were collected through interviews conducted across 32 fishing villages. The findings reveal considerable variations in awareness of and access to the scheme among different villages. While some areas demonstrate a high level of awareness and utilization, beneficiaries in other locations face difficulties in accessing the benefits due to inadequate information dissemination, administrative delays, and procedural complications. Furthermore, delays in the disbursement of relief assistance and the inadequacy of the amount compel fishers to seek alternative sources of income during the fishing ban period. Based on these findings, the study proposes several policy recommendations, including expanding awareness through fishermen’s cooperative societies, ensuring the timely disbursement of relief assistance, improving beneficiary identification mechanisms, providing skill development training, and promoting alternative livelihood opportunities such as aquaculture. These measures are expected to enhance the economic resilience of fishing communities and improve the effectiveness of government welfare schemes.
